Chairman Lu Jie Leads Delegation to Visit Kenya to Deepen Strategic Layout of East‑African Digital Infrastructure

From August 12 to 18, Lu Jie, Founder, Chairman and President of the Group, headed a senior‑management delegation for a business visit to Kenya. Hu Longke, Group Vice‑President and President of the International Division, and Li Feng, Group President Assistant and President of Guodong Network Company, accompanied the visit. During the trip, the delegation met with Eng. John Tanui (CBS), Permanent Secretary of Kenya’s Ministry of Information, Communications and Digital Economy; Hon. Lee Kinyanjui, Cabinet Secretary of the Ministry of Investment, Trade and Industry; John Mwendwa (OGW), Director‑General of Kenya Investment Authority; and David Mugonyi, Director‑General of the Communications Authority of Kenya. The team held in‑depth discussions with Kenyan counterparts covering digital‑infrastructure investment, communications network construction, foreign‑investment policies and project approval procedures, fully opening up channels for government‑enterprise cooperation.

While in Kenya, the mission also attended a breakfast meeting and business talks with Dr. Peter Ndegwa, Chief Executive Officer (CEO) of Safaricom, Kenya’s leading telecom operator, and held high‑level discussions with the Chief Operating Officer (CEO) of mainstream carrier Telkom. Delegates exchanged thorough views with corporate executives on communication‑tower construction, network supporting services and long‑term strategic partnership, consolidating the foundation for business‑to‑business cooperation.

This overseas visit yielded fruitful outcomes. On August 17, Chairman Lu Jie held discussions with Adil Arshed Khawaja, Chairman of Safaricom. The two sides conducted in‑depth consultations on cooperation for new‑site rollout as well as mergers and acquisitions of existing sites across Kenya and Ethiopia, and reached important points of agreement on collaboration in communication‑tower build‑out, fiber‑optic networks and computing‑power infrastructure. On the same day, the delegation paid an on‑site visit to Konza Technopolis, Kenya’s national‑level digital hub. They held discussions with John Paul Okwiri, CEO of Konza Technopolis, on investment requirements and cooperation models for the national cloud‑expansion project, and completed the signing of a Strategic Cooperation Memorandum of Understanding (MOU) on‑site, formally establishing a long‑term and stable cooperative relationship. In addition, the delegation exchanged views on Kenya’s National Universal Service Programme and its supporting fund‑subsidy policies, laying a policy groundwork for future participation in wireless‑signal‑coverage and fiber‑network‑construction projects in remote areas.

The visit delivered multi‑dimensional breakthroughs including embassy liaison, government‑enterprise coordination and key MOU signings. It further enhanced Guodong Group’s brand presence across Africa and injected fresh momentum into mutually‑beneficial China‑Kenya cooperation in the digital sector. As a private‑enterprise representative actively implementing the Belt and Road Initiative, Guodong Group will keep engaging in Africa’s digital transformation through pragmatic actions. Moving forward, leveraging Kenya as a regional anchor point, the Group will accelerate the delivery of cooperative achievements in communication towers, fiber‑optic networks and computing‑power infrastructure, radiating out to East Africa and more African nations, and further advancing the Group’s internationalization strategy.

Also present at the meetings were: Fang Shun, Head of Saudi Arabia & East‑Africa Region, and Shen Xi, National Representative for Tanzania.
